Hon. Colonial Secretary,

I attach a statement giving these figures in detail. It is for correspondence from the Agencies to Hong-kong only and is such that it would be wiped off if the Agencies were abolished. At all these places there are Offices of the Chinese Imperial Post Office through which correspondence is forwarded to Hongkong.

No statistics have been taken to show the receipts for correspondence sent from Hongkong to the Agencies, as the receipts would be the same as if the Agencies were non-existent, the letter in this case would be delivered by the Chinese Imperial Post Office.
